Das EU-Emissionshandelssystem (EU-ETS): Eine Analyse

Diese Analyse des US-amerikanischen Pew Center on Global Climate Change befasst sich eingehend mit dem Hintergrund des EU-ETS und dem derzeitigen Stand der Umsetzung des Systems. Vor allem werden die größten Unsicherheiten des Systems diskutiert. 

These include the readiness of all parties to trade, linkages to other trading programmes, availability and use of project-based allowances, the impact of Russian emission, strategies of new Central and Eastern European member states, compliance role of governments, progress in emissions reductions from sectors outside the EU-ETS, and finally the importance of expectations of future targets and prices.

It concludes by saying the system now looks set to deliver real but modest reductions, focused mainly on the power sector. Concerns remain regarding detrimental impacts on industry competitiveness and the impact of higher electricity prices. Remaining challenges include the implementation issues of this novel trading system, and to retain political support for the EU-ETS in the years ahead.
