Analyse: Gastransitgebühren der Energiecharta-Vertragsländer

Das Energiecharta-Sekretariat hat eine Studie über die Gastransitgebühren für bestehende und neue Gaspipline-Systeme in ausgewählten Energiecharta-Ländern veröffentlicht.  Die Studie kritisiert insbesondere die fehlende Transparenz beim Festsetzen der Transitgebühren.  

Das Energiecharta-Sekretariat hat eine Studie über die Gastransitgebühren für bestehende und neue Gaspipline-Systeme in ausgewählten Energiecharta-Ländern veröffentlicht.  Die Studie kritisiert insbesondere die fehlende Transparenz beim Festsetzen der Transitgebühren.  

Following disruptions in gas deliveries involving Russia and Ukraine at the beginning of the year, the Energy Charter Secretariat released a study looking at current gas transit tariffs. The study also assesses the overall consistency of the tariffs with main provisions of the Energy Charter principles. 

The study points to considerable difference in tariff levels between EU and non-EU countries, with most EU members having the highest level. This is partly due to the tariff setting methodology applied but also to technical parameters.

In this context, the study criticises the lack of transparency as „transit tariffs are either not published at all or published only as indicative tariffs that are subject to negotiations and difficult to obtain“.

The study concludes that Energy Charter countries should increase the level of transparency for all transit tariffs and promote cost-reflectiveness and non-discrimination. It says this would reduce risks and contribute to a more open and competitive energy market across Eurasia.
