EU Transport ministers decided to back the Commission's proposals to restrict aid to the European airline industry, but relaxed the rules for individual aid cases. Transport Commissioner Loyola de Palacio accused ministers of being inconsistent because they opposed the idea of giving the Commission a mandate to negotiate with the US on an Open Sky agreement.
